Registry cleaners have been around for a few years now. They basically sit on your PC and then scan through the core 'registry' database of Windows, looking for problems. The registry is the database which holds all of your system's files and settings. It's a crucial part of your system, because whenever you load a program on your PC, Windows actually gets the files it needs for it from the registry.
You see, Windows is just a "shell".
